The New Law on Handball! Pierluigi Collina explains why Chelsea was not given a penalty in their match against Manchester City.

At the start of the Premier League season, Chelsea was humiliated by Manchester City 0–2, and the bad officiating raised further questions.

With additional officials eager to take the case further, the Blues had two excellent opportunities to respond to the two goals that were secured against them. Pierluigi Collina rendered his decision in accordance with the new regulations.

FIFA referee chief Pierluigi Collina has issued a warning, stating that the Premier League must implement new guidelines regarding custodian movements prior to penalties being submitted to video assistant referee evaluations.

Several adjustments have been introduced for the Women’s World Cup in France as a result of the declaration made by International Football Association lawmakers.

Goalkeepers must have at least one foot on the goal line when a penalty is taken, or if they are jumping at the time of contact, have one foot in line with it. This requirement applies to interpretations of what is today considered a handball.

The Italians had emphasised that England’s premier league will be governed by the same set of rules as all other FIFA competitions.

“I did not see any document in which this is written,” Collina remarked. Globally, the rules governing the game remain the same.

“Every country that is a member of FIFA and every competition that is organised by a FIFA member association must uphold the rules established in the game.”

“I did not read anything different; the rules of the game are for everyone,” Collina continued.

Over two years after Todd Boehly and Clearlake Capital took over, Chelsea’s complete renovation of Stamford Bridge continues unabated.

Following Chelsea’s 2-0 Premier League loss to Manchester City on Sunday, new head coach Enzo Maresca acknowledged that Chelsea will not be able to use more than thirty men in their squad this season.

Maresca had before stated that Chelsea required a large roster to meet the demands of a demanding season that featured the relentless Europa League.

However, Chelsea has dropped their opening game, allowing the Champions to secure their crucial three points. In order to avoid further confrontations, the Blues were forced to gather additional strength for their upcoming match.
